Session lead Champaka Rajagopal

Champaka is a senior researcher, educator, and practitioner in urban policy, governance, and infrastructure. She is a Fellow at the Centre for Policy Research (CPR India), and teaches at Sciences Po, Paris. With over two decades of experience across public, private, and donor sectors, she has co-led major statutory plans like the Draft Development Plan for Greater Mumbai 2034 and the Revised Master Plan for Bengaluru 2015. Her work explores planning law, regulatory frameworks, and participatory governance in urban development.
